Re:  Serving Petition for Emergency Order of Protection or Injunction (CV-2007-807)
Dear Judge Bell:
          This is a record of my effort to serve this Petition to Respondents.  
          After submitting this Petition, on July 13, 2007, and finding that it was assigned to 
you, I assumed that my job was done, and assumed that government authorities would take 
over in protecting people living in southeastern New Mexico from the threats that 
are posed by the Respondents.  But, after 10 days had passed with no response from you, 
I became aware that my job was a long way from being done, and that my next step was 
to get the Petition served to the Respondents.  
          My effort toward serving this Petition began with a letter, dated July 27, 2007, 
to David R. Hill, U.S. Department of Energy General Counsel.  This was followed by 3 
days of dealing with evasive behavior demonstrated by people working in the Office of 
U.S. Department of Energy General Counsel, and then a few minutes of the same kind of 
behavior demonstrated by the U.S. Attorney's Office. At this point, I sought some 
unofficial guidance from a person with experience in similar matters.  This resulted in me 
developing what I hope is an understanding of how to get the Petition served to the 
Respondents.
          Attached you will find a letter to David R. Hill, and a TABLE OF CONTENTS for 
the enclosed files developed to show how I am attempting to get this Petition served to 
the Respondents.
